"Formal" system of tipping in Indonesia is not, but tips are still better to give (5-10% of the cost of services). For example, porter give 500 - 1000 rupees for each piece of luggage (about 10 cents), the driver 3 000 rupees (about 40 cents), guide 4000 - 5000 rupees (about 70 cents).
