Shorts (for both men and women) are valid only on the beach and the hotel. When you enter any house, and even more so in the temple, you must take off your shoes (in this territory (not inside, namely the territory), some churches can be reached only in the shoe, which has closed heel). When you visit public places and, especially, temples, long trousers or skirts should be sufficient to cover the ankle.
